Gümrük Birliği çerçevesinde Türkiye - Avrupa Birliği dış ticaret ilişkisinin incelenmesi

1987 yılındaki tam üyelik başvurusunun Avrupa Birliği tarafından reddedilmesine rağmen Türkiye, AB?den yapılan ithalatta sektörel bazda tarifelerini düşürmüştür. Böylece tek taraflı olarak dış ticaretteki liberalizasyon çabalarını sürdürmüş ve 1996 yılı başı itibariyle yürürlüğe giren Gümrük Birliği kapsamında üçüncü ülkelere karşı ortak gümrük tarifesi uygulamak suretiyle AB ile tarife yapısını uyumlu hale getirmiştir.Avrupa Birliği?ne tam üye olmadan Gümrük Birliği?ne giden tek ülke olan Türkiye halihazırda tam üyelik için müzakere sürecinde bulunmaktadır.Bu çalışma ile Türkiye-AB arasında imzalanan Gümrük Birliği?nin tarihsel gelişimine yer verildikten sonra, Gümrük Birliği?nin Türkiye ekonomisini, statik ve dinamik etkiler açısından nasıl etkilediği ortaya konulmaya çalışılmıştır. 1994-2012 yılları arasındaki dış ticaretin incelendiği analiz sonucunda GB?nin Türkiye?nin AB (12) ülkeleri ile olan dış ticaretini arttırıcı bir etkiye sahip olduğu bulunmuştur. Although, It?s application for full membership in April 1987 was rejected by the Union, Turkey unilaterally pursued its trade liberalization efforts by reducing its sectoral tariffs on its imports from the European Union. Thus Turkey harmonized its tariffication structure with the European Union by starting to apply common external tarriffs for the non-member countries in the context of Customs Union which has been put into effect at the begginning of 1996. Turkey, the first country joined the Customs Union without being a member of the European Union, is currently in the process of accession negotiations with the European Union.This research looks at the historical improvement of Custom Union signed between Turkey and European Union. It focuses on how this Custom Union affects Turkish economy in terms of static effects and dynamic effects which has been appeared recently. It has been found at the result of the study analyzed foreign trade at 1985-2005 period that CU has an increasing effect on foreign trade of Turkey with EU (12) countries. 101
