Ulaştırma harcamaları - iktisadi büyüme ilişkisi: Türkiye üzerine ekonometrik bir uygulama

Bu çalışma, Türkiye'de ulaştırma harcamaları ile iktisadi büyüme ilişkisini incelemeyi hedeflemiştir. Ulaştırma sektörü, bir ülkenin hem üretim gücünü oluşturması hem de yatırımların ekonomide yarattığı etkiler açısından oldukça önemlidir. Bu nedenle, çalışmada öncelikli olarak ulaştırmanın ve iktisadi büyümenin genel ve teorik çerçevesi çizilmiştir. Buna ek olarak, bu çerçeve kapsamında Türkiye'de ulaştırmanın tarihine ve güncel durumuna ulaştırma modları itibariyle değinilmiştir. Ayrıca Türkiye'deki GSYİH, enflasyon, ihracat, ithalat ve yabancı yatırımlar gibi makroekonomik göstergelerle ulaştırmanın yeri saptanmıştır. Çalışmada ulaştırma sektörünün yapısının yanı sıra Türkiye'deki iktisadi büyüme ve ulaştırma harcamaları arasındaki ilişki irdelenmiştir. Bu çalışmanın amacı, Türkiye'de ulaştırma harcamaları ile iktisadi büyüme arasındaki ilişkiyi ve bu ilişkinin yönünü 1960-2014 dönemi için tespit etmektedir. Toda Yamamoto ekonometrik analiz yöntemi kullanılarak gerçekleştirilen analiz bulgularına göre, kamu harcamaları kapsamında ele alınan ulaştırma harcamalarındaki artış iktisadi büyümeyi etkilememektedir. Buna karşın, iktisadi büyüme arttıkça ulaştırma harcamaları da artmaktadır. Çalışmanın bulguları Wagner Yasası'yla örtüşmektedir. Wagner Yasası'na göre iktisadi büyüme arttıkça kamu harcamaları artış göstermektedir.Anahtar Kelimeler: Ulaştırma harcamaları, ulaştırma ekonomisi, iktisadi büyüme, Toda Yamamoto analizi This study aims to explore the relationship between transportation expenditures and economic growth in Turkey using an econometric method. Transportation sector plays a crucial role for a country in terms of both creating their production potentials and having the impacts of investments on the economy. In this context, general (conceptual) and theoretical framework of transportation economics and economic growth were drawn primarily. Afterwards, historical and current state of transportation economics in Turkey were analyzed based on the modes of transportation within this framework. Besides, the role of transportation economy on Turkey's macroeconomic indicators such as GDP, inflation, export, import, and foreign investments was identified. In addition to the structure of transportation economics in Turkey, growth periods in Turkey were also examined. The purpose of this study is to determine the relationship between economic growth and transport spending in Turkey and the direction of this relationship for the period between 1960 and 2014. According to the findings of the analysis carried out using econometric analysis method, namely Toda Yamamoto, the increase in the transportation expenses covered in public expenditure does not affect the economic growth. However, the increase in economic growth increases transport costs. The findings of the study provide a consistent result with the policy of Wagner Act. According to Wagner Act, the increase in economic growth shows an increase in government spending.Key Words: Transportation Expenditures, Transportation Economics, Economic Growth, Toda Yamamoto Analysis 177
