Türkiye'de belediye personelinin özerklik algısı: Elbistan belediyesi örneği

Genelde yerel yönetimler ve özel olarak belediyeler, kamu hizmetlerini sunan halka en yakın ve özerk birimlerdir. Yerel yönetimlerin sunduğu hizmetlerde etkinlik ve verimliliğin sağlanabilmesi için merkezi idarenin yerel birimler üzerinde müdahalesinin olmaması, yani yerel yönetimlerin özerk olması gerekmektedir. Fakat genelde yerel yönetimlerin ve özel olarak belediyelerin özerkliği konusunda farklı algılamalar olabilmektedir.Bu çalışmada, yerel özerklik kavramı ekseninde ve belediye yönetimine özerklik konusunda yenilikler getiren Avrupa Yerel Yönetimler Özerklik Şartı'nı da dikkate alarak, Elbistan örneğinde Belediye personelinin özerklik ile ilgili olarak zihinlerindeki farklı algılamaların ortaya konulması amaçlanmıştır. In order to ensure efficiency and effectiveness of the services provided by local goverments, the central goverment should not intervene in autonomous local goverments. However, there may be different perceptions concerning the autonomy of local goverments in general and municipalities in particular.This study aims to identify different autonomy perceptions of the staff work in municipalities, using the Elbistan Municipality as a cas, and taking into account the Criterion of Autonomy of the European Local Governments, which has introduced innovations in terms of the concept of local autonomy and the autonomy of municipalities.. 58
