ÇED (Çevresel etki değerlendirmesi) raporlarında kullanılan değerlendirme yöntemlerinin irdelenmesi

ÇED; Korunan çevre üzerinde yapılması planlanan bir girişimin bütün etkilerinin kapsamlı bir şekilde değerlendirilmesi ve analizidir.ÇED kapsamında iki konu çok önemlidir. Birincisi, faaliyet yapılacak alandaki doğal potansiyel ve mevcut kullanımlar ile planlanan faaliyet ile ilgili verilerin toplanması ve etkilerinin belirlenmesidir. Ikinci önemli nokta ise toplanan verilerin doğru, güvenilir ve objektif bir şekilde değerlendirilmesidir. Etkilerin belirlenmesinde ve verilerin değerlendirilmesinde değişik yöntemler kullanılmaktadır.Bu yüksek lisans tez çalışmasında ÇED kavramı, tarihçesi ve gelişimi hakkında bilgi verilmiş, ÇED'in amacı ve önemi belirtilmiştir. ÇED aşamaları hakkında açıklama yapılmış, ÇED' de kullanılan değerlendirme yöntemleri sırasıyla anlatılmıştır.Daha sonra seçilen ÇED raporu örnekleri oluşturulan inceleme ? değerlendirme formları yardımıyla irdelenip, kullanılan değerlendirme yöntemlerinin incelenmesi ve kullanılan metotların tartışılması amaçlanmıştır.Son aşamada ise elde edilen veriler ışığında Türkiye de hazırlanan ÇED Raporlarında değerlendirme yöntemlerinin ne derece uygulandığının, yerinin ve öneminin belirtilmesi ve bundan sonra yapılacak çalışmalara ışık tutması amaçlanmıştır. Primary one is the determination of natural potential, existing usages and gathering the information about the planned activity in the future and determination of its effects. The second important point issue is the assesment of the gathered information in a right, reliable and objective way. Different methods are used to for evaluation of the datas and determination of the effects.In this master thesis, the concept of EIA, provides information on the history and development, stated purpose and importance of the EIA. EIA has been describe the stages of the EIA and the methods had been used in the evaluation are described, respectively.Then, the selected samples of the EIA report generated study - evaluated with the help of evaluation forms, assessment methods used in the investigation and the methods used are examined.In the last stage in the light of the data obtained from EIA Reports prepared in Turkey, to what extent the assessment methods implemented, specifying the place and importance, and aimed to shed light on the studies. 142
