The Ottoman policy towards Jewish immigration and settlement in Palestine: 1882-1920

Bu çalışma, 1882 ve 1920 yılları arası Osmanlı Devleti'nin Filistin'deki Yahudi göçve iskanına olan politikasını incelemektedir. 1882'de Osmanlı Filistin'ine Yahudigöçü dalgası başlayınca, bazı Yahudi göçmenler Siyonist düşünce ile Filistin'desiyasi amaçlar güttüklerinden, Osmanlı Hükümeti Filistin'e göçü yasakladı. Fakat,Osmanlı yasaklarına rağmen, Filistin'de Siyonist bir varlık oluştu. Bu bağlamda, buçalışma Osmanlıların Siyonist harekete karşı kısıtlayıcı bir politika izlemesiniengelleyen faktörleri incelemeyi taahhüt etmektedir. This thesis analyzes the characteristics of the Ottoman policy towards Jewishimmigration and settlement in Palestine during the period between 1882 and 1920.When the waves of the Jewish immigration to the Ottoman Palestine started in 1882,the Ottoman government put restrictions on it as some of the Jewish immigrants weremotivated by Zionist idea and had political aims in Palestine. However, despite theOttoman restrictions, a Zionist presence emerged in Palestine. In this respect, thisresearch undertakes to examine the factors that prevented the Ottomans frompursuing a restrictive policy towards Zionist movement. The aim of this research isto indicate that the popular beliefs concerning the Ottoman policy towards Zionismat present are mistaken and the issue is more complex. This thesis will also seek toanswer the questions such as how the foreign Jews were able to go and settle in theOttoman Palestine while questioning the capability of the Ottoman system to managethe control of its regulations. In this framework, the interest of the Ottoman leadersin the Zionist movement in Palestine will also be questioned. 250
