The right to a social echo for orphans after the end of out-of-family care in Valmiera municipality

Tiesību zinātne Tiesību zinātne Law Science Law Science Bakalaura darba tēma ir “Tiesības uz sociālo atbalstu bāreņiem pēc ārpusģimenes aprūpes beigām”. Tēma ir aktuāla, jo kamēr bērns atrodas ārpusģimenes aprūpē, rūpes par viņu ir aizbildņa, audžuvecāka vai aprūpes iestādes pārziņā. Aiziešana ārpusģimenes aprūpes ir svarīgs posms gan jauniešiem, gan aprūpes sniedzējiem, kuri ir atbildīgi par jaunieša aprūpi un attīstību. Lai arī ir jaunieši, kuriem patstāvīgas dzīves uzsākšana norit veiksmīgi, tomēr vairumam jauniešu patstāvīgas dzīves uzsākšana ir īpaši grūts un dažkārt izšķirošs posms viņa tālākā dzīves ceļa virzības noteikšanā. Tāpēc šajā laikā jaunietim ir nepieciešams intensīvs un ļoti individuāls atbalsts, kas sevī ietver ne tikai emocionālu un informatīvu atbalstu, bet arī praktisku palīdzību ceļā uz patstāvību. Tādējādi atbalsts patstāvīgas dzīves uzsākšanā jauniešiem no ārpusģimenes aprūpes ir likumsakarīgs, neatņemams un obligāts noslēguma posms ārpusģimenes aprūpes kopējā sistēmā. Pašlaik Latvijā atbalsta sistēma jauniešiem pēc ārpusģimenes aprūpes beigšanās ir lielā mērā atkarīga no konkrētās pašvaldības iespējām. Pētījuma mērķis ir analizējot starptautisko regulējumu, Latvijas normatīvos aktus, kā arī citu pieejamo informāciju, izpētīt, kāds sociālais atbalsts tiek sniegts bērnam pēc ārpusģimenes aprūpes beigām, kāda ir atbalsta sniegšanas problemātika. Darbs ir izstrādāts uz 65 lappusēm. Darbs sastāv no trim nodaļām. Darba pirmajā nodaļā ir pētīts ārpusģimenes aprūpes jēdziens. Otrajā nodaļā ir pētīti bērnu ārpusģimenes aprūpes veidi. Darba trešajā nodaļā tiek aplūkots, kāds atbalsts tiek sniegts bērniem pēc ārpusģimenes aprūpes beigām. Nobeigumā apkopoti darba izstādes gaitā gūtie secinājumi par sniegto atbalstu bāreņiem pēc ārpusģimenes aprūpes beigām. Kā, un vai tiek sagatavoti bērni patstāvīgai dzīvei atrodoties ārpusģimenes aprūpē? Kāds materiālais un emocionālais atbalsts tiek sniegts bāreņiem pēc ārpusģimenes aprūpes beigām? The subject of the bachelor's work is “Right to Social Aid for Orphans After End of Out-of-Families Care.” The topic is topical because while a child is in extra-family care, care for him is under the responsibility of a guardian, a foster parent or a care institution. Leaving out out-of-family care is an important step for both young people and care providers responsible for the care and development of young people. Although there are young people who are successful in taking up their own life, the opening of a self-sustaining life for most young people is a particularly difficult and sometimes crucial step in determining the way in which they go. Therefore, at this time, the young person needs intensive and very individual support, including not only emotional and informative support but also very practical assistance on the way to autonomy. Thus, support for the introduction of an independent life for young people from out-of-family care is a legal, integral and mandatory final phase in the overall system of out-of-family care. Currently, in Latvia, the support system for young people after the end of out-of-family care depends to a large extent on the possibilities of the local government. The aim of the study is to analyse international regulation, Latvian regulatory enactments, as well as other available information, to investigate what social support is provided to the child after the end of out-of-family care, as is the problem of providing aid. The work is designed on the 65 pages. The work consists of three chapters. The first section of work examines the concept of out-of-family care. The second chapter examines the types of out-of-family care for children. The third section of work deals with the support provided to children after the end of out-of-family care. Finally, the conclusions reached in the course of the work exhibition on the aid provided to orphans after the end of out-of-family care are summarised. How, and are children prepared for their own lives in extra-family care? What material and emotional support is provided to orphans after the end of out-of-family care?
