Análisis de la inclusión de los determinantes y asuntos ambientales en el plan básico de ordenamiento territorial del municipio de Leticia, departamento de Amazonas

El presente trabajo se ha elaborado a partir del análisis del instrumento de Ordenamiento Territorial Plan Básico de Ordenamiento Territorial– PBOT del Municipio de Leticia y los determinantes ambientales generados para la misma unidad espacial, considerando su compleja situación político – administrativa y ambiental al encontrarse en un área de tan solo 596.800 ha, figuras tales como la Reserva Forestal de la Nación (Ley 2 de 1959), Resguardos indígenas, frontera internacional, entre otros. En consecuencia, . Para esto, se verificó el POMCA de la Quebrada Yahuarcaca frente al PBOT del Municipio de Leticia y las directrices legales aplicables. This paper has been made based on the analysis of the Municipal Land Use of Leticia and the Environmental determinants of the same sector as well the interactions of the land management and the multifaceted political and environmental situation in an area of just 586.000 ha, figures as National Reserve of the Nation (law 2 of 1959), Indigenous collective property, international border and others. In consequence this document explores the level of inclusion of the environmental determinants in the land use management instrument and how the local government has been in the needed of lead the processes of ordination of land use in attend of the political and management situation of the Municipal state and the quality of the natural resources, for that has been verified the Basin Ordination and management plan - POMCA (by its acronyms in Spanish) of Yahuarcaca river and the Land Use Management Plan - PBOT (by its acronyms in Spanish) as other laws of the sector.
