El Smart Power en la política exterior de la Unión Europea en el marco de la lucha contra el terrorismo islámico desde el 11-S (2001) hasta el 2016

En los últimos cincuenta años Europa se ha esforzado por desarrollar una política común en materia de seguridad y defensa que le permita actuar con personalidad jurídica y con una sola voz en el escenario internacional. Como producto de dichos intentos, la Unión Europea creó formalmente la Política Exterior y de Seguridad Común (PESC) mediante la firma del Tratado de Maastricht (1992). Sin embargo, los eventos ocurridos desde el 11 de septiembre de 2001 (11-S) la han llevado a adecuar y replantear las medidas adoptadas con el compromiso de luchar contra el terrorismo. Debido a esto, se han publicado dos Estrategias de Seguridad (2003 y 2016) con el propósito de avanzar y consolidar tanto la seguridad interna en un espacio de libre circulación de personas, como la seguridad global. Dado que el nuevo contexto ha obligado a la Unión a adecuar sus necesidades para hacer frente a uno de los principales desafíos del siglo XXI; este trabajo plantea que en el marco de la lucha contra el terrorismo islámico promovida desde el 11-S, la Unión Europea ha combinado exitosamente recursos de Soft y Hard Power que le han otorgado cierta legitimidad y prestigio a nivel internacional. In the last 50 years Europe has gone a way to develop a common policy on security and defense that allows it to act with legal personality and with a single voice on the international stage. As a result, the European Union formally created the Common Foreign and Security Policy (CFSP) through the signing of the Maastricht Treaty (1992). However, the events that have occurred since September 11, 2001 (11-S) have led to adapting and rethinking the measures adopted by that institution with the commitment to fight against terrorism. Due to this, two Security Strategies (2003 and 2016) have been published to consolidate both internal security in a space of free circulation of people, and global security. Due to the new context has forced the Union to adapt its needs to face one of the main challenges of the 21st century; this document suggests that within the framework of the fight against Islamic terrorism promoted since 9/11, the European Union has successfully combined Soft and Hard Power resources that have given it some legitimacy and prestige at an international level.
