Barriers to green technology transfer in Brazil: a study using the DEMATEL method

O principal objetivo deste trabalho é analisar a causa e efeito das barreiras na transferência de tecnologia verde no Brasil pelo método DEMATEL. Durante a leitura e análise sistêmica da literatura, foram encontradas 109 barreiras à transferência de tecnologia verde, e determinado as principais barreiras e organizadas em 7 grupos. Para analisar a causa e efeito destes grupos, foi solicitado através de um questionário difuso DEMATEL os pareceres de 5 especialistas que detém profundo conhecimento em transferência de tecnologia, especificamente a transferência de tecnologia verde e experiência em propriedade intelectual. O método DEMATEL destina-se à elaboração e avaliação de uma estrutura hierárquica baseada na opinião de especialistas de forma a obter o nível de relacionamento que um grupo de barreira exerce sobre outro grupo. O resultado da pesquisa constatou que o aspecto governamental exerce maior influência sobre os outros grupos de barreiras, seguido dos aspectos relacionados a conhecimento e informações sobre práticas ecológicas. Também foi identificado que a transferência de tecnologia verde ainda não é um entendimento amplamente disseminado e acredita-se que esta pesquisa possa auxiliar os stakeholders a obterem melhores resultados na transferência de tecnologia verde. The main objective of this work is to analyze the cause and effect of barriers in the transfer of green technology in Brazil using the DEMATEL method. During the reading and systemic analysis of the literature, 109 barriers to the transfer of green technology were found, and the main barriers were determined and organized into 7 groups. In order to analyze the cause and effect of these groups, the opinions of 5 specialists who have deep knowledge in technology transfer, specifically the transfer of green technology and experience in intellectual property, were asked through a diffuse DEMATEL questionnaire. The DEMATEL method is intended for the elaboration and evaluation of a hierarchical structure based on the opinion of experts in order to obtain the level of relationship that a barrier group exercises over another group. The result of the research found that the governmental aspect has a greater influence on other groups of barriers, followed by aspects related to knowledge and information on ecological practices. It was also identified that the transfer of green technology is not yet a widely disseminated understanding and it is believed that this research can help stakeholders to obtain better results in the transfer of green technology.
