Political culture and participatory budget

O estudo analisa comparativamente dados construídos nas investigações realizadas com os Delegados do Orçamento Participativo de Porto Alegre e com a população de diversas regiões metropolitanas no país, no âmbito da pesquisa Cultura Política e Cidadania coordenada pelo Observatório das Metrópoles (IPPUR-UFRJ). Além da comparação referida, o exame focaliza outras duas questões principais entre os delegados do OP: (a) a existência de valores e de padrões de atuação expressivos da chamada Nova Cultura Política discutida internacionalmente; e (b) a verificação de possíveis transformações na consciência social, decorrente do tempo de participação no OP, representativas de uma cultura política democrática, de cidadania ativa e de fortalecimento do capital social. The study compares data provided by investigations carried out with the Participatory Budget (henceforth PB) Delegates of Porto Alegre (South region of Brazil) and with the population of several metropolitan areas in the country, in the scope of the research Political Culture and Citizenship, coordinated by the Observatory of Metropolises (IPPUR-UFRJ). Besides the referred comparison, the study focuses on two other main matters among the PB delegates: (a) the existence of values and performance standards which express the so-called New Political Culture, which has been discussed internationally; and (b) the verification of possible transformations in the social conscience, deriving from time of participation in the PB, which are representative of a democratic political culture, of active citizenship and of strengthening of the social capital.
