Inteligencia estratégica en el problema limítrofe entre Colombia y Nicaragua

En este trabajo se analiza la gestión de los gobiernos colombianos que tuvieron la responsabilidad de representar y defender los intereses de Colombia en el marco del conflicto limítrofe que se presentó con Nicaragua y que concluyó con el fallo adverso que se produjo en 2012 por parte de la Corte Internacional de Justicia, buscando establecer si se presentó un adecuado ejercicio de inteligencia estratégica. El trabajo se encuentra organizado en seis capítulos que incluyen en primer lugar el marco teórico en el que se desarrollan referentes sobre inteligencia estratégica, procesos para la decisión de estratégicas en política exterior y las teorías de Alfred Mahan sobre la guerra, la importancia del poder marítimo y la resolución de conflictos. En el segundo capítulo se hace un recuento del contexto histórico interno y externo vigente en Colombia en materia de relaciones exteriores, se revisa la planeación de la gestión de inteligencia para la defensa de las aspiraciones en conflicto, y se analizan las acciones preventivas adelantadas por el gobierno nacional para enfrentar las pretensiones del gobierno centroamericano. En el quinto capítulo se estudia la relación existente entre el manejo del gobierno y el resultado final y, con base en todo lo anterior, se presentan finalmente las conclusiones del trabajo. La conclusión central de este escrito es que no hubo un adecuado proceso de planeación y ejecución de la inteligencia estratégica, lo que no solamente condujo a un fallo adverso, sino a la imprevisión oportuna de opciones que se pudieran o debieran utilizar para enfrentar un desenlace como ese, no necesariamente en el terreno militar sino también en el campo de la diplomacia internacional. This paper analyzes the behavior of the Colombian govemments that had the responsibility to represent and defend the interests of Colombia in the framework of the border conflict that was presented with Nicaragua and that ended with the adverse ruling that occurred in 2012 on the parí of the International Court of Justice, seeking to establish whether an adequate exercise of strategic intelligence was presented. The work is organized into six chapters that inelude fírst the theoretical framework in which references are developed on strategic intelligence, processes for the decisión of strategic foreign policy and the theories of Alfred Mahan on war, maritime power and conflict resolution. In the second chapter an account is given of the intemal and extemal historical context in forcé in Colombia regarding external relations, the planning of the intelligence management for the defense of the aspirations in conflict is reviewed, and the preventive actions advanced by the national govemment to face the pretensions of the Central American govemment. In the fifth chapter the relationship between the management of the govemment and the final result is studied and, based on all of the above, the conclusions of the work are finally oresented. The central conclusión of this paper is that there was not an adequate process of strategic intelligence planning and execution, which not only led to an adverse mling, but al so to the opportune improvidence of options that could or should be used to face an outeome such as that, not necessarily in the military fíeld but also in the fíeld of intemational diplomacy.
