Abstract

Sajber sukobi predstavljaju novu vrstu ratovanja koja se tehnološki veoma brzo razvija. Rezultat tog razvoja su sve češći i intenzivniji sajber napadi koje države pokreću na protivničke ciljeve i koji imaju širok spektar dejstva, od informacionih do fizičkog uništenja ciljeva. Međutim, sajber ratovanje se vodi primenom istih sredstava, tehnika i metoda kao i u slučaju sajber kriminala, terorizma i obaveštajnih aktivnosti i ima veoma specifičnu prirodu, koja omogućava državama da prikriveno pokreću napade na protivnika. Polazna tačka pri definisanju doktrina, procedura i standarda u oblasti sajber ratovanja je utvrđivanje njegove prave prirode. U ovom radu dat je doprinos tom nastojanju primenom analize postojećih državnih doktrina i međunarodne prakse u oblasti sajber ratovanja i utvrđivanju njegove nacionalno prihvatljivе definicije.<br />Cyber conflicts represent a new kind of warfare that is technologically developing very rapidly. Such development results in more frequent and more intensive cyber attacks undertaken by states against adversary targets, with a wide range of diverse operations, from information operations to physical destruction of targets. Nevertheless, cyber warfare is waged through the application of the same means, techniques and methods as those used in cyber criminal, terrorism and intelligence activities. Moreover, it has a very specific nature that enables states to covertly initiate attacks against their adversaries. The starting point in defining doctrines, procedures and standards in the area of cyber warfare is determining its true nature. In this paper, a contribution to this effort was made through the analysis of the existing state doctrines and international practice in the area of cyber warfare towards the determination of its nationally acceptable definition.
