Smart metering deployment status across EU-28

The scope of this paper is to present an EU-28overview of the smart meter roll-out implementation progress.The study is based on publicly available information and presentsa traffic light map with the deployment status by mid-2017. Aseries of particular cases are approached and a gap between theEuropean Commission recommendation, expected diffusion rateand actual deployment is identified. The study further providessome possible causes considering the number of metering pointsavailable at EU-28 level, country specific assumed targets andmacro-environmental factors.
