Portugal, União Europeia e América Latina

Nos últimos trinta anos, a relação entre Portugal, a União Europeia e a América Latina tem-se mostrado inserida num conjunto de diferentes trajectórias, umas de aproximação, outras de afastamento, conforme as lideranças e os interesses estratégicos dos parceiros envolvidos. Nas décadas de 1970 e 1980, os princípios democráticos e do Estado de direito, pilares da construção europeia, assumiram-se como orientadores da acção política que viria a contribuir para a abertura dos regimes ditatoriais português e latino-americanos e sua transição para a democracia. No percurso desta relação, consideram-se dois períodos: um, anterior à adesão ibérica; e outro, a partir das novas prioridades europeias decorrentes da adesão de Portugal e Espanha, em 1986. Neste período, destaca-se a contribuição portuguesa como ponte de ligação política e cultural no contexto das relações euro-latino-americanas. Na relação entre a União Europeia e a América Latina, consideram-se quatro vertentes de interesse estratégico comum: a protecção dos valores fundamentais e democracia, ambiente e desenvolvimento sustentável, segurança internacional e luta contra o terrorismo e migração. Na perspectiva das Cimeiras Ibero-Americanas, também a possível coexistência de interesses aponta para o reforço desta relação, impulsionando a atenção comunitária pela região latino-americana. Por outro lado, Portugal encontra no espaço ibero-americano a oportunidade de reforçar posições no quadro internacional capazes de contribuir para a afirmação de uma parceria que se pretende forte no diálogo multilateral. Over the past thirty years, the relations between Portugal, the European Union and Latin America have revealed different trajectories, either of approximation or detachment, according to the leaderships and strategic interests of the participant partners. During the 1970’s and 1980’s, the democratic principles and the state of law, pillars of the European construction, were considered to be the motor of the political action that would contribute for the opening of the Portuguese and Latin American dictatorship regimes, and to their transition to democracy. It is possible to identify two periods in the course of these relations: the one before the Iberian countries’ membership to the European integration, and the one after the new European priorities that resulted from the participation of Portugal and Spain, in 1986. In this period, special attention is given to Portugal and its contribution as the political and cultural bond of the two regions in the context of the European and Latin-American relations. In this framework, four aspects are considered to be of strategic interest: the protection of fundamental values and democracy, environmental and sustainable development, international security and fight against terrorism and migration. In the perspective of the Iberian-American Summits, the possible balance of interests also fosters the strengthening of this relationship, which will increase communitarian attention to the Latin American region. On the other hand, Portugal finds in the Iberian-American area an opportunity to reinforce common positions in the international arena, which may contribute to confirm a partnership that is expected to become stronger in multilateral dialogue.
