Propuesta de actualización del instructivo elaboración del sistema de gestión en seguridad y salud en el trabajo de una empresa pública de formación para el trabajo, con relación a la normativa vigente del SG-SST

Se realizó un estudio de perspectiva analítica, cualitativa y descriptiva, para evaluar: el Instructivo elaboración del sistema de gestión en seguridad y salud en el trabajo de una empresa pública de formación para el trabajo y efectuar su correspondiente actualización con relación a la normativa vigente del Sistema de Gestión de Seguridad y Salud en el Trabajo. Para ello se desarrolló una matriz comparativa del instructivo en mención frente al sistema tanto en la parte normativa como en la estructura del mismo, como se plantea en el Decreto 1443 de 2014. El análisis del instructivo identificó los componentes utilizados por la Entidad objeto de estudio, mientras la matriz comparativa se enfocó en revisar la matriz legal utilizada por la empresa, la vigencia y los temarios aplicados en su “Sistema de SST” el cual más adelante se propone evolucionar al sistema indicado en la norma. Se encontró que la entidad, en su última actualización, ha realizado cambios significativos en el programa de SST con respecto a la Ley 1562 de 2012 tanto en la matriz normativa como en el desarrollo del mismo; sin embargo, aún sigue utilizando, terminología anterior a la indicada por la mencionada Ley. Así mismo, el instrumento en mención requiere una mayor actualización normativa tanto en la Matriz Legal como en el desarrollo de su “sistema”, sobre todo en lo relativo a las reglamentaciones de la descrita Ley. Esto se debe, en parte, a que la última actualización realizada por la entidad fue para el año 2013 y anterior a la entrada en vigencia de las mencionadas reglamentaciones. En el mismo sentido, la evaluación del instrumento evidencia que no se requiere una mayor reestructuración del mismo; aun así, en su esencia, si es necesario orientar el contenido desde el enfoque de programa hacia el actual sistema que establece el precitado Decreto 1443 de 2014 Abstract.
