Abstract
- El propósito de este trabajo, es la identificación y caracterización de los criterios de gestión pública local, puestos en práctica en la Alcaldía del Municipio Rosario de Perijá, Estado Zulia, Venezuela, durante el período de gestión 2000-2005. Se caracteriza por el desarrollo de una experiencia de incorporación de lineamientos de nueva gerencia pública; una transición desde el paradigma burocrático, hasta un modelo de gestión sustentado en corrientes gerenciales que acompañan este proceso de modernización. Los resultados muestran que el mantenimiento de prácticas tradicionales de gestión pública, están sustentados en un modelo de administración pública que funciona de manera subjetiva y normativa a la vez. The intention of this work is to identify and characterize the criteria for local public management put into practice at the Mayor’s office for the Municipality Rosary of Perijá, State of Zulia, Venezuela, during the management period 2000-2005. It is characterized by the development of an experience of incorporating new public management guidelines. This investigation is based on the theoretical discussion, methodologically derived from modernization processes and reform of the State, regarding the set of changes and transformations in the organizational, cultural and managerial sphere, expressing a transition from the bureaucratic paradigm of local public management to a management model supported by managerial currents that accompany this modernization process. The type of investigation is documentary with a longitudinal design. Results show that the maintenance of traditional public management practices is sustained in a public administration model that works simultaneously in a subjective and normative manner.
