Abstract

The author presents a new way of interpreting the situation that a person with impairments faces in society and an alternative conception of “shogai”, thedifficulties that a person with impairments experiences. Shogai is a comprehensive concept that includes the meanings of impairment, disability and handicap that theWorld Health Organization defines. Shogai in the author's terms is regarded as one aspect or effect of some sort of individual differences. The author expects that hisinterpretation of the situation where shogai is identified will help us to have a new perspective to understand and change the situation so that the people withimpairments can live more comfortably or with less difficulty.
