National Recovery and Resilience Plan and urban regeneration: an exploratory mapping of the approved projects

Il presente lavoro indaga le modalità attraverso cui il tema della rigenerazione urbana è affrontato all’interno del quadro normativo italiano e nel Piano Nazionale di Ripresa e Resilienza, con l’intento di: i) fornire una sintetica review dell’attuale quadro normativo in materia di rigenerazione urbana; ii) realizzare una prima mappatura dei progetti approvati e finanziati dal PNRR; iii) discutere criticamente modalità e criteri allocativi utilizzati per la ripartizione delle risorse, con particolare riferimento alla variabile chiave utilizzata, l’indice composito di vulnerabilità sociale e materiale elaborato dall’Istat. This work investigates how the issue of urban regeneration is addressed within the Italian regulatory framework and in the National Recovery and Resilience Plan. Our aims are: i) to provide a brief review of the current Italian regulatory framework on urban regeneration; ii) mapping the projects approved and financed by the PNRR; iii) to critically discuss methods and criteria used for the allocation of resources, with a focus on the composite index of social and material vulnerability, the single crucial variable elaborated by Istat.
