The public management of risk: Separating ex ante and ex post monitors

Abstract
- When a firm undertakes risky activities, the conflict between social and private incentives to exercise safety care requires public intervention. This control takes the form of both monetary incentives but also monitoring taking place either ex ante or ex post, i.e. before or after an accident occurs. We delineate the respective scopes of these monitoring activities when public monitors are either benevolent or corruptible. Separation between the ex ante and the ex post monitors helps to prevent capture, increases the likelihood of ex post investigation and improves welfare.<br />Lorsqu'un acteur privé entreprend une activité risqué, le conflit entre les incitations sociale et privée à réduire le risque nécessite une intervention publique. Ce contrôle prend la forme de transferts monétaires incitatifs mais aussi d'audit ex ante et ex post, c'est-à-dire avant et après la réalisation d'un accident. Nous nous intéressons à l'interaction entre ces audits, lorsque les superviseurs sont bienveillants ou corruptibles. La séparation entre les tâches d'audit ex ante et ex post permet de réduire la capture des superviseurs, augmente la fréquence d'intervention ex post et accroît le bien-être.
