Abstract
- This article presents a summary of the E-Learning which is gaining significant interest in distance education, including reforming political, social and economical developing in Albanian government reforms and other details. It also gets a special importance in terms of exchanging experiences between different institutions within and outside the country. Despite the distance people already have the opportunity to learn from others, or used in any other time and place that they are. These advantages are powered by technological developments, developments that require a whole generation as qualified to be adopted in time with the rapid technologic evolutions. The advantages of using e- learning are related to the degree of qualification of the generation which live in an era of rapid technological change. Albania's decentralization laws have begun to yield local governments that function independently of the central government, but authority remains overwhelmingly concentrated in the central government, while local service coverage is still spotty and weak. USAID seeks to consolidate decentralization by helping cities design sustainable management plans that yield higher quality services and by helping policymakers at all levels harmonize decentralization laws and regulations.
