Abstract

Using Norbert Elias’s concept of social interdependence, as well as Pierre Muller’s concept of policy framework, this paper analyzes how agroforestry has been incorporated into French national public policy through the “Projet agro-écologique pour la France” [Agroecology Project for France], as well as into European policy through the “greening” of the Common Agricultural Policy. This study shows that the nature of social dialogue has evolved slightly when it comes to defining agricultural policies. Alternative actors’ expertise seems to be promoted at the expense of the typical corporatism of agricultural stakeholders. Now, technical innovation appears and develops through empirical experiences amongst informal groups where farmers, scientists, institutions and civil society stakeholders cooperatively work together.
