Improving the mechanism of public–private partnership to attract investment to the restoration of social infrastructure of Ukraine in the post–war period

Abstract
- The subject of the study is the analysis of the current legislation of Ukraine in the field of public– private partnership and its improvement in terms of ensuring the activation of attracting private investment in the post–war restoration of social infrastructure. The purpose of writing the article is the author’s research on the problems of attracting investments in economic recovery after the end of the military action of the Russian Federation in Ukraine. The methodology of the work is the provisions of economic theory and the theory of system analysis, methods of legal analysis. On the basis of a system analysis the place and role of private investment in the post–war recovery of the economy are determined; with the help of a legal analysis the legislative aspects of the activation of private investment processes in Ukraine after the end of the military aggression of the Russian Federation were assessed. Results of the work – conditions and measures to ensure the attraction of private investment for the restoration of social infrastructure in Ukraine are determined; proposed changes to the current legislation of Ukraine in the field of public–private partnership in order to accelerate the timing andincrease the volume of private investment to restore social facilities immediately after the cessation of hostilities. Conclusions – as a result of the military aggression of the Russian Federation, Ukraine has suffered and continues to suffer significant economic losses, in particular direct losses from physical destruction / damage to social, cultural, administrative and other infrastructure facilities. In order to ensure the normal life of the population, immediately after the end of the active phase of hostilities, it is necessary to begin restoring the social infrastructure of Ukraine. In the conditions of significant financial exhaustion of the Ukrainian state, an important source of funds for the restoration of the social (social and humanitarian) infrastructure of Ukraine after the war can be, among other things, the expansion of attracting private capital using the mechanism of public–private partnership, that is, attracting financial resources from private investors on the basis of prisoners with the state contracts on a long–term basis. In order to speed up the time and increase the volume of private capital investment, it is proposed to amend the current legislation of Ukraine in the field of public–private partnership in terms of a significant reduction in the time for consideration by authorized state institutions of proposals for public–private partnership. Such legislative changes should be made as soon as possible in order to begin the restoration of destroyed/damaged social facilities immediately after the end of hostilities.
