Туристично-рекреаційний комплекс як складова активізації регіонального розвитку

Розвиток туризму та рекреації суттєво впливає на економічний розвиток України та її регіонів. Територіальні туристично-рекреаційні системи формуються на основі об’єктів, які задовольняють потреби людей у туризмі та рекреації, тому їх розглядають як рекреаційні ресурси, одна частина яких безпосередньо споживається населенням під час неорганізованого відпочинку, а інша – пов’язана зі спеціальними закладами та установами сфери обслуговування, що реалізують рекреаційну функцію (будинки відпочинку, санаторії, пансіонати тощо). Серед переваг, якими володіє Україна та може скористатися для активізації індустрії туризму й рекреації, можна виділити вигідне географічне положення, наявність сприятливих природно-кліматичних умов, центрів історичної та культурної спадщини, до переваг належить і відносно невисокий рівень цін на послуги галузі та супутніх їй видів діяльності. Україна посідає одне з провідних місць в Європі за рівнем забезпеченості цінним природно-ресурсним потенціалом, здатним забезпечити сучасний характер різноманітних потреб мандрівників, і тим самим зацікавити вітчизняних та іноземних туристів. Одним з потенційно привабливих напрямів розвитку переважної більшості регіонів України є розвиток рекреаційної сфери. Потужний природно-ресурсний та історико-культурний потенціал, стан існуючої транспортної інфраструктури, географічне розташування та досвід функціонування рекреаційної сфери України, існування значного попиту як з боку внутрішнього, так і зовнішнього споживча дозволяють визначити саме цю сферу одним є важливих пріоритетів економічного розвитку регіонів країни. Специфікою даної сфери є те, що її розвиток забезпечує не тільки зростання кількісних параметрів розвитку регіонів (зростання валового регіонального продукту, обсягу виробництва тощо), а й позитивні зрушення в інших ланках господарського комплексу регіону (торгівлі, побутовому обслуговуванні, транспорті та зв’язку, будівництві, АПК, охороні довкілля тощо), створює передумови для підвищення рівня доходів населення та розв'язання соціальних проблем, поліпшення інвестиційного клімату, інтеграції країни до світового економічного простору. Протягом останніх років, переорієнтація переважної більшості населення України та сусідніх держав на переваги здорового образу життя, призвело до перегляду підходів до питання організації відпочинку, а також посилення вимог до інфраструктури сфери рекреації. Аналіз даних офіційної статистики України свідчать, що дохід від надання послуг у сфері рекреації щорічно динамічно зростає, при цьому даний бізнес є галуззю, яка генерує і активізує розвиток суміжних галузей: готельно-ресторанного бізнесу, малого підприємництва у сфері мистецтва, спорту, розваг та відпочинку, сприяє розвитку сільської місцевості тощо.Сучасний стан розвитку туризму та рекреації залежить від великої кількості чинників, що проявляються на глобальному, національному та регіональному рівнях. Аналіз сучасного стану галузі туризму та курортно-рекреаційної сфери потрібен для того, щоб забезпечити розробку стратегії розвитку туризму із врахуванням низки чинників: політична ситуація в країні, нормативно-правове забезпечення, COVID-19, військова агресія, соціально-економічний розвиток регіонів та країни загалом тощо. Галузь туризму та курортно-рекреаційної сфери формує економічний та соціальний ефекти, які тісно взаємопов’язані. Туристичний бізнес та курортно-рекреаційна сфера містить у собі функціонування дитячих закладів оздоровлення та відпочинку, це дитячі заклади санаторного типу, дитячі центри, позаміські заклади оздоровлення та відпочинку, табори з денним перебуванням, дитячі заклади праці та відпочинку і наметові містечка. По Україні їхня кількість постійно зменшується. Але в умовах воєнного стану внутрішній туризм набуває специфічних рис, пов’язаних з наявністю обмежень, які залишатимуться актуальними до перемоги України у відносно безпечних західних та центральних областях. Важливою складовою рекреаційно-туристичного потенціалу є туристична привабливість рекреаційних об'єктів і територій. З нею пов'язана характеристика рекреаційної місткості територій, що визначає верхні межі потоків рекреантів та туристів, що не порушують природну, екологічну та соціально-економічну рівновагу у місцях рекреації та туризму. The development of tourism and recreation significantly affects the economic development of Ukraine and its regions. Territorial tourism and recreation systems are formed on the basis of objects that satisfy the needs of people in tourism and recreation, therefore they are considered as recreational resources, one part of which is directly consumed by the population during unorganized recreation, and the other is associated with special facilities and institutions spheres of service that implement the recreational function (rest houses, sanatoriums, boarding houses, etc.). Among the advantages that Ukraine has and can use for the activation of the tourism and recreation industry, it is possible to single out a favorable geographical position, the presence of favorable natural and climatic conditions, centers of historical and cultural heritage, and the relatively low level of prices for the services of the industry and related types are among the advantages activity Ukraine occupies one of the leading places in Europe in terms of the level of provision of valuable natural resource potential, capable of providing the modern nature of various needs of travelers, and thereby attracting the interest of domestic and foreign tourists. One of the potentially attractive directions of development of the vast majority of regions of Ukraine is the development of the recreational sphere. The powerful natural-resource and historical-cultural potential, the state of the existing transport infrastructure, the geographical location and the experience of functioning of the recreational sphere of Ukraine, the existence of significant demand from both the internal and external consumers allow us to determine that this sphere is one of the important priorities of the economic development of the country's regions. The specificity of this area is that its development ensures not only the growth of the quantitative parameters of the development of regions (growth of the gross regional product, the volume of production, etc.), but also positive changes in other links of the economic complex of the region (trade, household services, transport and communication, construction, agro-industrial complex, environmental protection, etc.), creates prerequisites for increasing the level of income of the population and solving social problems, improving the investment climate, and integrating the country into the global economic space. In recent years, the reorientation of the vast majority of the population of Ukraine and neighboring states to the benefits of a healthy lifestyle has led to a review of approaches to the issue of recreation, as well as increased requirements for the recreation infrastructure. The analysis of the data of official statistics of Ukraine shows that the income from the provision of services in the field of recreation grows dynamically every year, while this business is an industry that generates and activates the development of related industries: hotel and restaurant business, small entrepreneurship in the field of art, sports, entertainment and recreation , contributes to the development of rural areas, etc. The current state of tourism and recreation development depends on a large number of factors that manifest themselves at the global, national and regional levels. An analysis of the current state of the tourism industry and the resort and recreation sector is necessary in order to ensure the development of a tourism development strategy taking into account a number of factors: the political situation in the country, regulatory and legal support, COVID-19, military aggression, socio-economic development of the regions and the country in general etc. The industry of tourism and resort-recreation creates economic and social effects that are closely interconnected. The tourism business and resort-recreation sphere includes the operation of children's health and recreation facilities, these are sanatorium-type children's facilities, children's centers, out-of-town health and recreation facilities, day camps, children's work and recreation facilities, and tent cities. Across Ukraine, their number is constantly decreasing. But in the conditions of martial law, domestic tourism acquires specific features associated with the presence of restrictions that will remain relevant until Ukraine's victory in the relatively safe western and central regions. An important component of the recreational and touristic potential is the tourist attractiveness of recreational facilities and territories. It is related to the characteristics of the recreational capacity of the territories, which determines the upper limits of the flows of recreationists and tourists, which do not disturb the natural, ecological and socio-economic balance in the places of recreation and tourism.
