The view from arbitration: the PCA's experience with finance, witnesses and unrepresented parties

The first part of this paper sets out some background information about the Permanent Court of Arbitration (PCA) to provide context to the discussion of the PCA's experience with the user issues to be discussed in Working Group III. The second part reflects on the PCA's experience with (1) finance and legal aid, (2) witness and victim issues, and (3) unrepresented parties.
