Open call papers [Message from the Editor-in-Chief]

Dear readers, I am very pleased to announce that all previous backlog open call papers have been cleared up with the publication of this issue. It means that all later accepted papers, including both feature topic articles and open call articles will be published in the next available issue without any delay in 2014 and beyond. This achievement can be attributed to the support from the IEEE Communications Society allowing this magazine to publish more articles in every issue in 2013. Other good news is that the average turnaround time for the first editorial decision for this magazine in the previous year (from November 20, 2012 to November 20, 2013) has been reduced to 51 days, which is a new record in the history of this magazine.
