Methodological aspects of investment and construction project management in road construction

Работа посвящена разработке модели управления инвестиционно-строительными рисками в дорожном строительстве, для повышения эффективности проектов. Цель исследования – разработка Ð¼ÐµÑ‚Ð¾Ð´Ð¸Ñ‡ÐµÑÐºÐ¸Ñ Ð°ÑÐ¿ÐµÐºÑ‚Ð¾Ð² и Ð¼ÐµÑ Ð°Ð½Ð¸Ð·Ð¼Ð¾Ð² управления проектами в дорожном строительстве, для минимизации рисков на стадии строительства. Объектом исследования является инвестиционно-строительный проект в дорожном строительстве, предметом является методические аспекты управления с учетом рисков. При выполнении работы решались следующие задачи: 1. Анализ рисков Ð¿Ñ€Ð¸ÑÑƒÑ‰Ð¸Ñ Ð¸Ð½Ð²ÐµÑÑ‚Ð¸Ñ†Ð¸Ð¾Ð½Ð½Ð¾-строительным проектам на Ñ€Ð°Ð·Ð½Ñ‹Ñ ÑÑ‚Ð°Ð´Ð¸ÑÑ Ð¶Ð¸Ð·Ð½ÐµÐ½Ð½Ð¾Ð³Ð¾ цикла проекта. 2. Анализ и синтез ÑÑƒÑ‰ÐµÑÑ‚Ð²ÑƒÑŽÑ‰Ð¸Ñ Ð¼ÐµÑ‚Ð¾Ð´Ð¸Ðº управления инвестиционными рисками в дорожном строительстве. 3. Определение ÐºÐ»ÑŽÑ‡ÐµÐ²Ñ‹Ñ Ð¼Ð¾Ð¼ÐµÐ½Ñ‚Ð¾Ð² методов качественного и количественного анализа. 4. Предложение методики оценки Ð¸Ð½Ð²ÐµÑÑ‚Ð¸Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ Ñ€Ð¸ÑÐºÐ¾Ð² в дорожном строительстве. 5. Разработка модели распределения объемов инвестиций по мероприя-тиям для уменьшения показаний риска в дорожном строительстве. В результате выполнения магистерской диссертации был проведен анализ теории и практики управления рисками при проектировании, строительстве и эксплуатации Ð°Ð²Ñ‚Ð¾Ð¼Ð¾Ð±Ð¸Ð»ÑŒÐ½Ñ‹Ñ Ð´Ð¾Ñ€Ð¾Ð³ и предложена методика оценки Ð¸Ð½Ð²ÐµÑÑ‚Ð¸Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ Ñ€Ð¸ÑÐºÐ¾Ð² в дорожном строительстве. Разработана модель распределения объемов инвестиций по мероприятиям для уменьшения показаний риска в дорожном строительстве. На примере риска наличия ошибок в Ð¿Ñ€Ð¾ÐµÐºÑ‚Ð½Ñ‹Ñ Ñ€ÐµÑˆÐµÐ½Ð¸ÑÑ Ð¿Ð¾ÐºÐ°Ð·Ð°Ð½ принцип работы разработанной модели. Предложены способы привлечения инвестиций и снижения Ð¸Ð½Ð²ÐµÑÑ‚Ð¸Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ Ñ€Ð¸ÑÐºÐ¾Ð² в дорожном строительстве.
The work is devoted to the development of a model for managing investment and construction risks in road construction to improve the efficiency of projects. The purpose of the research is to study and develop methodical aspects and mechanisms of project management in road construction to minimize risks at the construction stage. The object of the research is an investment and construction project in road construction, the subject is methodical aspects of risk-based management. The following tasks were being performed during the work: 1. Analysis of the inherent risks in investment and construction projects at different stages of the project life cycle. 2. Analysis and synthesis of existing methods of investment risk management in road construction. 3. Defining the key points of qualitative and quantitative analysis methods. 4. Proposal of a methodology for investment risks assessment in road construction. 5. Development of a model for the investment volumes distribution by activities to reduce the level of risk in road construction. As a result of the master's thesis, there is an analysis of theory and practice of risk management in motor road design, construction and operation and there is a proposal of a methodology for investment risks assessment in road construction. There is a model developed for the investment volumes distribution by activities to reduce the level of risk in road construction. The operating principle of the developed model is shown on the example of the risk of errors in design decisions. Ways to attract investment and reduce investment risks in road construction are proposed.
