Abstract
- that development of the West was conditioned very much by the availability of water supplies. It was for this reason that, in 1902, the Reclamation Act was passed with the objective of "reclaiming the West." Although development of water supplies in the West has proceeded far, there are still problems to be solved. By contrast, in the eastern states, the water problems are principally involved with water quality, so that although there are many local differences and varying aspects involved, it is fair approximation to say that the eastern half of the US is primarily concerned with quality problems and the western half with water-quantity problems. It was not until 1965 that the US Council was established by the Water Resources Planning Act of 1965 (Public Law 89-80). In the US the Council is composed of secretaries of the various government departments whose functions include water resources such as the Interior, Agriculture, Army, and Health, Education and Welfare.
