Making globalization work for the poor: the 2000 White Paper reconsidered

Most aspects of the argument of the UK government's 2000 White Paper on globalization and development stand up reasonably well to the findings of subsequent research. But there is significant new evidence in two areas: the size of the contribution of institutions to growth; and the complexity of the effects of increased openness on poor people.
