- After the U.S. Congress passed the Trade Act of 2002, giving the Bush administration special trade negotiation privileges, some environmentalists feared the legislation would weaken environmental standards. Other groups maintain that the opposite is true. This review sifts through the arguments and the fine print to highlight the act's implications.
