Agenda 2030, Iberoamérica y cooperación triangular: una alianza para el desarrollo

espanolLa Agenda 2030, Iberoamerica y la cooperacion triangular (CT) integran un mismo circulo virtuoso de desarrollo. La cooperacion espanola cuenta con una larga trayectoria y experiencia en CT, y ha acompanado la creacion de entes rectores de cooperacion en los paises socios de America Latina y el Caribe, la elaboracion y puesta en marcha de sus catalogos de capacidades, el establecimiento de fondos mixtos, el Programa Iberoamericano de Fortalecimiento de la Cooperacion Sur-Sur(PIFCSS) o la intensa labor de la Secretaria General Iberoamericana (SEGIB) en este ambito. La CT es precursora de la Agenda 2030, al promover una cooperacion horizontal y multidireccional en la que cada actor contribuye en la medida de sus capacidades, y supera los tradicionales esquemas Norte-Sur, en linea con el cambio de paradigma de la nueva agenda de desarrollo. En esta modalidad de cooperacion, el trabajo en equipo y la generacion de relaciones de confianza mutua, que trasciende alresultado concreto del proyecto, son clave. Por ello, desde la cooperacion espanola, se defiende que en materia de CT es tan importante el proceso como el resultado. EnglishThe 2030 Agenda, Ibero-America and triangular cooperation (TC) are part of the same virtuous circle of development. Spain’s international cooperation for development has a long trajectory and experience in TC, and has accompanied the creation of cooperation governing institutions in partner countries in Latin America and the Caribbean, the making and launching of capacity catalogs, the establishment of mixed funds, the Ibero-American program forthe strengthening of South-South Cooperation (PIFCSS) or the intense work of the Ibero-American General Secretariat (SEGIB) in this realm. The TC modality is a precursor of the 2030 Agenda, given it promotes a horizontal and multi-directional cooperation in which each actor contributes according to its capabilities, and goes beyond the traditional North-South schemes, in accordance with the paradigm change brought about by the new development agenda. Within this modality of cooperation, teamwork and the establishment of mutual trustrelationships that prevail beyond the concrete result of each project are key. Thus, from the viewpoint of Spain’s international cooperation for development, we defend that, in the realm of TC, both the process and the result are equally important.
