County Level Prime Farmland Plot Evaluating and Planning in China: A Case Study in Shunyi District, Beijing

Abstract

In order to realize farmland quantity and quality protection and socioeconomic development coordination, this paper took Shunyi District, Beijing as a case, based on quality evaluation of farmland status quo (2009) and other planning systems, the quantity and spatial distribution of prime farmland plots in Shunyi District were identified. And the results indicate that, the amount of planned prime farmland plot (PFP) is 270.67 km2, within which the amount of first grade prime farmland is 129.10 km2. Additional 11.56 km2standby PFPs were planned to balance future encroachment by urban growth, strategic projects and other construction land. This research can provide proposals and theories for Chinese farmland protection and management.
