The negotiations of the social partners can happen because of the promotion of the interests of the employees. Social dialogue meets more obstacles in the civil service than in the economic sector. It is hard to define social partners. The playing field of the social partners is narrow. They have to achieve results to improve their employees’ working conditions in spite of these difficulties.
