Abstract

The success of a country in dealing closely with the challenges of globalization has been linked to the innovation created by the nation's human resources. Indonesia continues to improve the various innovations needed to overcome the challenges ahead, such as the national defense issue. According to the national defense system that has been widely recognized was connected to the concept of a Triple Helix which consists of government, industries and academics. The three were highly interactive, particularly in the field of human resource quality, to achieve the self-reliant of the Indonesia defense industry. Self-reliance will be achieved if the national defense human resource is capable of mastering defense knowledge and technology. Human resource development aims to empower all Indonesian citizens to be qualified and proactive in responding to the challenges of globalization. Furthermore, the process of human resource development using the approach by a collaborative model to integrate the elements in the Triple Helix. Through a collaboration model, the Triple Helix elements will be effective by building the same vision of working and learning to form a harmonious practice. This concept will provide leadership skills and flexibility to manage risks and solve problems professionally for national human resources. Professionalism itself is known as the quality of knowledge and expertise possessed to carry out its tasks to be measured by four dimensions, namely qualification, competence, performance and discipline. The competency dimensions must be held by national defense human resources such as managerial, sociocultural and technical competencies. As a result, the focus of integrated human resource development is becoming important, strategic and serious in terms of robust defense to be able to achieve the self-reliant of the Indonesian defense industry.
