Scientific Manpower Planning: A Methodology for Egypt

The basic problem to which this paper is addressed is that of developing a system methodology for scientific manpower planning in Egypt. We integrate the main influencing components into one unified system for the purpose of policy assessment and dynamic evolution. A linear, deterministic model is constructed based on the scientific manpower supply-utilization disequilibrium conditions. Preliminary results over the period 1976-1985 have indicated that the propsed methodology is encouraging and works satisfactory.
