The improvement of the federal subject’s labor Policy in the construction industry (on the example of Saint-Petersburg)

Объектом исследования является рынок труда строительной отрасли субъекта федерации (на примере г. Санкт-Петербурга). Целью выпускной квалификационной работы является предложение мер по совершенствованию политики занятости населения правительства Санкт-Петербурга в строительной индустрии. В работе рассматривается положение на рынке труда Санкт-Петербурга в целом и отдельно строительной отрасли с использованием соответствующих официальных статистических показателей и SWOT-анализа. Также подробно рассмотрены направления политики занятости Правительства города. В результате анализа выявлен ряд проблемных областей: дефицит кадров, высокий уровень притока иностранной рабочей силы, неформальная занятость в строительстве. В практической части представлены меры, которые по мнению автора смогут минимизировать выделенные проблемы. В их числе организация внутренней временной трудовой миграции, информирование населения о востребованных профессиях, повышение авторитета рабочих специальностей, уменьшение разрешительных квот и патентов для мигрантов, проведение мониторинга и проверок строительных организаций на предмет неформальной занятости персонала. Также даны рекомендации по осуществлению данных мер по возможности с обоснованием их экономической и социальной эффективности.
The object of the research is the labor market of the construction industry of the federal subject (by the example of St. Petersburg). The purpose of the master’s thesis is to propose the measures for the improvement of the labour policy of the government of St. Petersburg in the construction industry. The study deals with the situation in the labor market of St. Petersburg as a whole and separately in the construction industry, using the relevant official statistical indicators and SWOT-analysis. The directions of the labour policy of the city’s officials are also considered in detail. The analysis revealed a number of problem areas: shortage of stuff, high level of inflow of foreign labor, informal employment in the construction industry. The practical part presents measures which, according to the author’s opinion, will be able to minimize the selected problems. Among them is the organizing of temporary inner labour migration, public awareness about in-demand occupations, increasing the credibility of workers, the reduction of quotas and the licensing of patents for migrants, monitoring and inspections of construction organizations on the subject of informal employment. Recommendations are given for the implementation of these measures with the justification of their economic and social efficiency.
