Abstract

The key TQM implementation lesson is that TQM is only a philosophy and approach. It is not a replacement for effective management. If managers are short-sighted, closed to environmental changes, and closed to new ideas, nothing, including TQM, will solve their business problem (Fuchsberg [Fuchsberg, Gilbert. 1992. Total quality is termed only partial success. Wall Street Journal (October 1) Sec. B, 1.]).
