Soziale Nachhaltigkeit in der suburbanen Siedlungsentwicklung

In den vergangenen Jahren ist das Streben nach einer nachhaltigen Lebensweise immer mehr in den Fokus des gesellschaftlichen Diskurses gerückt. Dabei ist die Art und Weise wie wir leben nicht losgelöst von den Wohn- und Siedlungsstrukturen zu betrachten und den Möglichkeiten die diese uns bieten. Nachhaltigkeit ist ein umfassendes Handlungsprinzip, dass neben der ökologischen und ökonomischen, zumindest auch eine soziale Dimension berücksichtigt. Speziell das Stadtumland und die dort verbreitete Wohnform des Einfamilienhauses stehen immer wieder in der Kritik nicht nachhaltig zu sein. Doch wie steht es speziell um die soziale Nachhaltigkeit in den städtischen Umlandgemeinden? In dieser Arbeit werden mittels qualitativer Inhaltsanalyse, auf der Basis von Leitfaden-gestützten Interviews, mit Expert:innen aus der Raumplanung und -entwicklung, sowie Wissenschaft und Gebäudezertifizierung, als auch mit lokalen und überregionalen Akteur:innen, der Status Quo der sozialen Nachhaltigkeit in verschiedenen Gemeinden des Wiener Umlands erfasst und Handlungsmöglichkeiten für eine verstärkte Implementierung im raumplanerischen Kontext besprochen. Die Ergebnisse zeigen, dass die soziale Nachhaltigkeit noch nicht fest zu dem Nachhaltigkeitsverständnis der lokalen Akteur:innen gehört und entsprechend wenig aktive Berücksichtigung in der Gemeindeentwicklung erfährt. Insgesamt fehlt es an Aufklärung und Breitenwirkung. Gleichzeitig kann festgestellt werden, dass es kein Patentrezept gibt, mir dem sich die soziale Nachhaltigkeit in allen Gemeinden gleichermaßen etablieren lässt. Vielmehr braucht es eine flexible, vorausschauende Planung, die sich sowohl eingriffsintensiver, als auch informeller Planungsinstrumente der örtlichen Raumplanung bedient und sich an die individuellen Bedingungen vor Ort anpasst. Außerdem bedarf es einer aktiven politischen Steuerung, als auch eine Beteiligung aller weiteren Stakeholder, die diesen Raum mit gestalten und prägen. Als Anregung, wie eine solche Steuerung und Implementierung erfolgen kann, schließt diese Arbeit mit neun Forderungen für eine sozial nachhaltige Siedlungsentwicklung in der Wiener Suburbia ab.
In recent years, the pursuit of a sustainable lifestyle has increasingly become the focus of social discourse. The way we live cannot be viewed in isolation from the housing and settlement structures in which we live and the opportunities they offer us. Sustainability is a comprehensive principle of action that, in addition to the ecological and economical, at least also takes a social dimension into account. Especially the suburban environment and the widespread housing form of the single-family house are often criticized for not being sustainable. But what about social sustainability in the suburban areas in particular? In this study, qualitative content analysis, based on guided interviews with experts from the fields of spatial planning and development, science and building certification, as well as local and supra-regional actors, will be used to assess the status quo of social sustainability in various communities in the Vienna region and to discuss possible courses of action for an increased implementation in the context of spatial planning. The results show that social sustainability is not yet an integral part of the local actors' understanding of sustainability and is therefore not actively taken into account in municipal development. Overall, there is a lack of education and broad impact. At the same time, it can be stated that there is no patent remedy that can be used to establish social sustainability in all communities in the same way. Rather, it requires flexible, forward-looking planning that makes use of both, intervention-intensive and informal planning instruments of local spatial planning and adapts to individual conditions on the local level. In addition, active political control is required, as well as the participation of all other stakeholders who help to shape and leave their mark on this space. As a suggestion of how such governance and implementation can occur, this paper concludes with nine demands for socially sustainable settlement development in Viennese suburbia.
