Water bank has been demonstrated that it is a effective means of regulating water surplus and deficiency, saving water transaction costs and advancing water resources sustainable utilization as a agency of water right tenancy and water quantity both vendor & purchaser taking Chaohe river basin in Chengteh municipality Hebei province as an example and feasibility of establishing water bank system & necessity of actualizing water bank system.
