Abstract

This paper proposes a new buffer-control technique for MPEG Video. The goal is to minimize the distortion while keeping the change in distortion between consecutive frames small. We formulate this goal as a constrained optimization problem and find the optimal solution using an iterative gradient search method. A preliminary experiment on a sub- GOP (4 frames, IBBP) shows that the solution is very close to the global optimal point. Further experiments on short video sequences show that, at the same bit rate and buffer constraint, the technique generates output sequences with smaller and more stable mean square error than other techniques, and strictly constant bit rate for every group of pictures. This technique should be particularly useful for off-line encoding or for one encoder/many decoders situations, where the higher computational cost required at the encoder can be afforded pays off by allowing higher quality sequences or smaller decoder buffers.© (1995) COPYRIGHT SPIE--The International Society for Optical Engineering.
