AliHealthCode : entre surveillance et sécurité, les représentations sociales des citoyens d’Hangzhou

Le numérique et ses technologies sont intrinsèques de nos actions sociales, telle « une invasion barbare » (Beaudichon et al., 2014) dont nous aurions été victimes ou telles de nouvelles liaisons particulièrement ambiguës que nous aurions nouées (Casilli, 2010). Dans le contexte particulier de la Covid-19 et de la mégapole de Hangzhou, cet article questionne les représentations des utilisateurs de l’application AliHealthCode, destinée à afficher l’état de santé du propriétaire du smartphone via un QR code. Développée par un industriel glocal, Alibaba, l’application a un positionnement complexe qui souligne l’ambivalence des représentations entre sécurité et surveillance. A partir d’une étude quantitative (N =4190) conduite en ligne pendant deux mois, cet article traite des craintes des urbains de Hangzhou, de leurs attentes en termes de lutte contre l’épidémie et fait en conclusion la double hypothèse 1/ qu’AliHealthCode produit par un géant industriel, soutenu par le gouvernement central et très utilisé, relève du pharmakon (Stiegler, 2014) qui accompagne une société de surveillance, « non plus par enfermement, mais par contrôle continu et communication instantanée » (Deleuze ; 1990) et 2/ qu’en l’absence de traitement préventif ou de vaccin pendant la première vague, le digital a remplacé le médical.
Digital and its technologies are intrinsic to our social actions, such as « a barbaric invasion » (Beaudichon et al., 2014) from which we would have been victims or as new particularly “ambiguous links” that we would have forged (Casilli, 2010). In the particular context of Covid-19 and in Hangzhou megacity, this paper studies the representations of users of the AliHealthCode app, intended to display health status of the smartphone owner with a QR code. Developed by a glocal firm, Alibaba, it has a complex positioning that underlines the ambivalence of representations between security and control. Based on a quantitative study (N =4190) conducted online for two months, this paper deals with fears of Hangzhou’s urbans, their expectations in terms of fight against the epidemic and formulates in conclusion the double hypothesis 1/ that AliHealthCode produced by an giant firm, supported by the central government and very used, falls within the pharmakon (Stiegler, 2014) which accompanies a society of surveillance « no longer by confinement, but by continuous control and instant communication » (Deleuze ; 1990) and 2/ that in absence of preventive treatment during the first wave, digital has replaced medical.
