Abstract

Bhagidari is a unique experiment of participatory governance in Delhi, the national capital of India. By involving the stakeholders in day-to-day governance, this is also an innovative design of urban governance. Contrary to the Weberian notion of pyramidic administration, Bhagidari provides a bottom-up model of administration in which citizens remain instigators of change and not merely recipients. This has its flip side as well since it is the brainchild of the incumbent chief minister of Delhi. This distinctive experiment has not got many takers in the city of Delhi which is an impediment towards the fulfillment of its goal. Nonetheless, Bhagidari is an innovative theoretical design to re-conceptualize urban administration in perhaps one of the most populous parts of the globe.
