Abstract

In this paper we study the ideas that underpin social policy agendas and public social practices implemented in Venezuela during 1989-2007, as well as those actors involved in its design and execution. Two periods are defined: 1989-1998 y 1999-2007, which correspond to overrides in the themes considered. This paper is bibliographic and hemerographic, with emphasis on those relating official discourse on the subject. The conclusion of this paper indicates the presence of substantive changes in the periods mentionated, both in the representations of social policies that guide social actions, and those involved in the process.
