The effects of the curricula of foreign schools on Turkish educational system and social life from 1820 to 1938

Bu araştırmanın amacı, 19. ve 20. yüzyıllarda Osmanlı Devleti toprakları içerisinde kurulmuş olan yabancı okulların Türk toplumu üzerinde çeşitli alanlardaki etkisini ortaya çıkarmaktır. Gündelik yaşam, siyaset, eğitim ve dil gibi değişik alanlarda bu okulların türk toplumu üzerinde nasıl bir etki bıraktığı ve özellikle bu etkilerin sebep-sonuç bağlamında incelenmesi bu araştırmanın ana odak noktasını oluşturmuştur. Bu bağlamda yabancı okulların eğitim programları ile geleneksel Osmanlı Devleti eğitim kurumları programlarının amaç, hedef ve kazanımları, ders içerikleri, öğrenme ve öğretme süreçleri ile değerlendirme süreçleri arasındaki benzerlik ve farklılıklar, yabancı okulların program dışı faaliyetleri / örtük programları, yabancı okullar ile geleneksel osmanlı devleti eğitim kurumlarının öğretim ve idari kadrosu ve fiziki imkânları arasındaki benzerlik ve farklılılar incelenmiştir. Ayrıca bu araştırmayla yabancı okulların Osmanlı Devleti’ndeki sosyal, kültürel ve fikri değişim ve dönüşümleri tetiklemesine, Osmanlı Devleti eğitim politikalarının modernleşmesine ve Osmanlı Devleti’nin iç ve dış siyasetinin yeniden şekillenmesine olan etkilerini araştırmak da amaçlanmıştır. Yöntem: Bu çalışma, temel aldığı felsefeye, bakış açısına göre nitel, veri toplama tekniklerine göre belgesel (doküman), kullanılan verinin özelliğine göre ikincil (tepkisiz), amacına göre temel bir araştırmadır. Bu araştırmada var olan durum çeşitli yönleri ile incelendiği için tarama modelindedir. 19. ve 20. yüzyılda Osmanlı Devleti topraklarında kurulmuş olan yabancı okullara dair belgeler doküman analizi tekniği ile analiz edilmiştir. Bu analizler pedagojik ve sosyo-kültürel analizler olup, okul 2 programlarının tarihi, kültürel ve sosyolojik arka planını aydınlatma amacını taşımaktadır. Bu araştırmada veri kaynağı olarak, son iki yüzyılda Osmanlı coğrafyasında faaliyet gösteren yabancı okullara ve bu okulların faaliyetlerine dair yazılı resmi arşiv belgeleri, Türkçe ve İngilizce olarak basılmış ve dönemi değişik yönlerden inceleyen basılı kitaplar, ulusal ve uluslararası yayımlanmamış tezler, makaleler, seminer ve proje raporları, Osmanlı Devleti eğitim sisteminde mevcut olan değişik okul türlerine ve yabancı okullara ait ders listeleri, programları ve ders içerikleri, okul tarihçeleri, idareci, öğretmen ve öğrenci otobiyografi ve biyografileri ve çeşitli görsel içeriğe sahip her türlü bilimsel kaynağa yer verilmiştir. Bulgular: Araştırmanın bulgularına göre Tanzimat dönemi ile belirgin hale gelen modernleşme sürecinde Osmanlı Devleti’nde yeni öğretim yöntemleri uygulanmaya başlanmış ve bu uygulamalarla hedeflenen, Osmanlı Devleti’nin hızlı bir şekilde gelişen dünyaya, özellikle de batıya ve batının takip ettiği okullaşma sistemine ayak uydurmak olmuştur. Yabancı okulların sunduğu alternatif ve dönemin şartları göz önünde bulundurulduğunda oldukça üst düzeyde olan eğitim olanakları, bu okullardan mezun olanların gerek Osmanlı Devleti askeriye ve bürokrasisinde gerekse kendi ülkelerinde ciddi pozisyonlara gelmeye başlamaları yabancı okullara olan rağbeti ciddi anlamda arttırmıştır. Sonuç ve Öneriler: Bünyelerinde barındırdıkları çok kültürlü yapılarıyla, Osmanlı Devleti idaresi tarafından zaman zaman azınlıklara yönelik faaliyetleri ve özellikle milliyetçilik akımının etkisiyle ayrılıkçı düşünceleri yaymakla itham edilen bu okulların yine de ders içi ve ders dışı çeşitli ve zaman şartlarına göre bu topraklar için oldukça alışılmamış faaliyetlerle bu topraklarda tutunmayı başarabildikleri ve özellikle Cumhuriyet’in ilk yıllarındaki devlet idaresi ve sosyal yaşamın şekillenmesinde kayda değer etkilerinin olduğu anlaşılmıştır. Gerek Osmanlı okullarının gerekse yabancı okulların eğitim programları, ders dışı etkimlikleri ve toplumsal yaşama etkilerinin daha derinlemesine arşiv çalışmaları yapılarak incelenmesi eğitim tarihi ve kültür çalışmaları bakımından önemli verilere ulaşmamıza olanak sağlayacaktır The purpose of this study is to reveal the effects of foreign schools established in the Ottoman Empire in the 19th and 20th centuries in various areas. The main focus of this research is how these schools have an impact on Turkish society in various fields such as daily life, politics, education and language, and especially in the context of cause and effect. In this context, the objectives and acquisitions of the education programs of the foreign schools and the programs of the traditional Ottoman State educational institutions, the similarities and differences between the course contents, the learning and teaching processes and the evaluation processes, the non-program activities of the foreign schools / hidden curricula and the similarities and differences between the teaching and administrative staff and the physical facilities of the institutions were examined. It is also aimed to investigate the effects of foreign schools on triggering social, cultural and intellectual changes and transformations in the Ottoman Empire, the modernization of the educational policies of the Ottoman Empire and the reshaping of the domestic and foreign policies of the Ottoman Empire. Method: Based on the philosophy, this study is a qualitative research, according to point of view, it is a documentary research, according to data collection techniques, it is secondary (according to the characteristics of the data used) and according to purpose, it is a basic research. Since the present situation is examined in various aspects, it is in descriptive survey model. The documents related to the foreign schools established in the Ottoman Empire in the 19th and 20th centuries were analyzed by document analysis technique. These analyzes are pedagogical and socio-cultural analyzes and their aim is to illuminate the historical, cultural and sociological 4 background of school programs. As the data source in this research, written official archive documents about foreign schools and their activities in the Ottoman geography in the last two centuries, printed books in Turkish and English which examine the period from different sides, national and international unpublished theses, articles, seminars and project reports, course lists, programs and course contents, school histories, administrator, teacher and student autobiography and biographies of various school types and foreign schools available in the Ottoman State education system, and all kinds of scientific resources have been included. Results: According to the results of the research, in the modernization process which became apparent with the Tanzimat period, new teaching methods were started to be applied in the Ottoman Empire and the aim was to keep pace with the rapidly developing schooling system followed by the West. Considering the alternatives offered by foreign schools and the conditions of the period, the educational opportunities which are at a very high level and the fact that graduates of these schools started to take serious positions both in the military and bureaucracy of the Ottoman State and in their own countries increased the demand for foreign schools. Conclusion and Suggestions: These schools, which have been accused by the Ottoman State administration from time to time for inducing separatist thoughts with the influence of nationalism, have managed to hold on to these lands with both curricular and extracurricular activities that are quite unusual for these lands especially in the early years of the Republic. Studying the educational programs, extracurricular activities and the effects of social life in both Ottoman and foreign schools by conducting in-depth archive studies will enable us to reach important data in terms of educational history and cultural studies
