Türkiye'de neo-liberal politikalar çerçevesinde devletin yeniden yapılandırılması: Siyasi ve idari anlamda yerel özerklik

Liberalizm, bireylerin özgür olması gerektiğini vurgular. Neo-liberalizm ise politika olarak ekonomik liberal anlayışın kolektif düşünce karşısında bireyi öncü görerek piyasa temelli çözümler sunması olarak görülür. Türkiye'deki neo-liberal politikalar 1980'den sonra özelleştirme, deregülasyon, siyasi liberalizasyon ve küreselleşmenin yaygınlaştırılması olarak ortaya çıkmaktadır. Modernleşen dünyada özgürlüklerin, devlet düzenlerinin ve ekonomideki gelişmelerin bir dayanak noktası her zaman bulunur. Bu gelişmelerin ışığında liberalizmin dünyada modernleşmenin ön ayağı niteliğinde olması Türkiye'de de etkisini ortaya koymaktadır. 1980'den sonra ülkemizin içinde bulunduğu durum toplumun içerisinde bulunduğu kriz, mevcut politikaların yetersizliğini ortaya koymaktadır. Yönetimsel krizler sonucunda yeniliğe ihtiyaç duyularak reform çalışmaları yapılmaktadır. Böylece kendi kendine yetebilme fikrinden dolayı özerklikliğin neo-liberal eksende yaşanan gelişmelerle ortaya çıktığı söylenmektedir. Dolayısıyla çalışmamızda; yeniden yapılanma, neo-liberal anlayışın ortaya çıkışı, yönetim ilkeleri, yerel yönetimler, merkezden ve yerinden yönetim arasındaki ilişki açıklanmaktadır. Faaliyet gösterme alanlarının ülkede meclis tarafından ortaya çıkarılan kanunlarla belirlendiği özerk yapılara yerel yönetimler denir. Özerklik; muhtariyet ve otonomi olarak da kullanılır. Ülkede yaşayan bireylerin ve grupların, sorumluluklarını ve görevlerini yerine getirmeleri için özerklik, ön koşuldur. Gerçekleşen neo-liberal dönüşümün ülkemizde ortaya çıkardığı yeni kurumlar ile gelenekselliğini bir kenara bırakmaya çalışan toplumsal yapı çerçevesinde modernleşme süreci geçiren kurumların incelenmesi yapılmaya çalışılmıştır. Bu bağlamda neo-liberal politikalar çerçevesinde siyasi ve idari özerklik konuları izah edilmiştir.
