Dossiers ouverts sur un marais oublié : actions publiques et paysage en Marais Breton Loire-Atlantique

This study about landscape and public actions in the Marais Breton Loire-Atlantique deals with the following subjects successively : the assessment of public action, the relevance of the Marais Breton as a space for intervention, and the landscape as an object for policies of intervention by the institutions who intervene in the Marais Breton. It leads to a first observation: on the one hand, there are no public actions with landscape among their main objectives, and, on the other hand, the Marais Breton's relevance is low as a space for intervention. It goes beyond this observation and analyses a two-fold process: 1) the institutions who intervene in the rural space are building the landscape as an object for intervention policies, in four registers - technical, cognitive, political, symbolic-; 2) the Marais Breton as a space for intervention, is qualified in four ways - naturalistic, agricultural, hydraulic and landscape. It concludes with a discussion about the possible ways for the future, and notably with the necessary inclusion of the farmers to define specific landscape issues, in order to avoid the landscape being reduced to a simple " principle " or some " small technical standards ".
Cette étude sur le paysage et les actions publiques dans le Marais Breton Loire-Atlantique aborde successivement : le bilan des actions publiques concernant l'espace du Marais Breton, la pertinence du Marais Breton en tant qu'espace d'intervention, et le paysage en tant qu'objet d'intervention pour les institutions intervenant sur le Marais Breton. Elle amène un premier constat : l'absence d'actions publiques répondant à des objectifs spécifiquement paysagers, parallèlement au peu de pertinence du Marais Breton en tant qu'espace d'intervention d'une manière générale. Elle dépasse ce constat en analysant un double processus à l'oeuvre : d'une part, la constitution du paysage en tant qu'objet d'intervention pour les institutions intervenant en milieu rural, selon quatre registres -technique, cognitif, politique et symbolique-, d'autre part, la qualification du Marais Breton en tant qu'espace d'intervention -qualifications naturaliste, agricole, hydraulique et paysagère-. Elle conclut sur une discussion quant aux voies possibles pour l'avenir, et notamment sur la nécessité d'associer les agriculteurs à la définition d'une problématique paysagère spécifique, afin que le paysage ne se réduise pas à un simple " principe " ou à quelques " petites normes techniques ".
