Abstract

Doktorska disertacija s naslovom „Procjena sigurnosti plovidbe u lukama i na prilaznim plovnim putovima brodova za kružna putovanja“ opisuje postupak utvrđivanja sigurnosti plovidbe i mogućnosti uplovljavanja brodova za kružna putovanja u luku. Provedena je klasifikacija elemenata sigurnosti plovidbe i određeni su kriteriji za koje se radi procjena sigurnosti plovidbe. Napravljen je prilagodljiv model procjene sigurnosti plovidbe brodova za kružna putovanja u lučkom području koji omogućava vrednovanje kriterija sigurnosti plovidbe i olakšava proces donošenja odluke o mogućnosti uplovljavanja ovih brodova u luku. Vrednovanje kriterija sigurnosti plovidbe obavlja se uz pomoć AHP metode. Odluka o uplovljavanju donosi se na temelju izračuna vektora prioriteta kriterija predzadnje razine, za koje se radi usporedba alternativa da (uploviti) ili ne (ne uploviti). Model je prilagodljiv u smislu mogućnosti da se radi procjena samo za dio modela ovisno o okolnostima i može se primijeniti na bilo koji brod za kružna putovanja i na bilo koju luku. Primjenom predstavljenog modela osoba može donijeti odluku o uplovljavanju broda u luku kvantificiranjem kriterija sigurnosti plovidbe.<br />This PhD thesis under the title “Assessment of Safety of Navigation for Cruise Ships in Ports and Approaching Waterways” describes the procedure for determining the safety of navigation and possibilities for cruise ships to enter ports. Classification of the elements and hierarchical structure are made, and criteria for safety of navigation assessment are determined. A flexible and adaptable model for assessment of safety of navigation for cruise ships in the port area is made, which enables evaluation of the criteria of safety of navigation and facilitates the decision-making process on the possibilities for these ships to enter port. To evaluate safe navigation criteria, the AHP method is applied. Relevant weight values are calculated. Decision on entering the port is brought on the basis of the total weight values of the penultimate level assessment criteria, being pairwise compared by alternatives yes (enter) or no (do not enter. The model is flexible as there is an option for assessment by using only a part of the model, for which there are no new impacts, and it can be adapted to any ship and any port. By applying the introduced model one can make a decision on entering a port by quantifying the criteria of safety of navigation.
