Mejora del sistema de gestión de la seguridad y operativa de un remolcador de altura

RESUMEN:Este trabajo para la obtención del título de Grado en Ingeniería Náutica y Transporte Marítimo y titulado “MEJORA DEL SISTEMA DE GESTIÓN DE LA SEGURIDAD Y OPERATIVA DE UN REMOLCADOR DE ALTURA”, en la Escuela Técnica Superior de Náutica (ETS de Náutica) de la Universidad de Cantabria, tiene como objetivo principal la mejora en la operatividad y seguridad de las operaciones de un remolcador de altura. Para llegar a este objetivo, se ha reunido y estudiado información de distintos medios, como son: artículos de revistas de alto impacto, publicaciones tanto electrónicas como documentales, desde la biblioteca de la Universidad de Cantabria, desde la base de datos IMO VEGA y mediante la base datos “Globlal Integrated Shipping Information System” (GISIS) de la Organización Marítima Internacional. Además, para su elaboración estructural, se han utilizado las guías de apoyo a la hora de realizar un ensayo académico desarrolladas por las Universidades públicas del Reino Unido de Plymouth, Cambridge y Oxford. Teniendo como punto de partida el conocimiento de la evolución histórica de los códigos SOLAS, MARPOL y STCW, finalizaremos con una exposición detallada de los trabajos a bordo respetando el Código Internacional de Gestión de la Seguridad. El trabajo está constituido por cinco capítulos, en los que se estudia la evolución y dependencia del SOLAS, MARPOL y STCW hacia los requerimientos de mayor eficiencia en seguridad marítima (prevención marítima), mediante la generación de procedimientos y directrices para la elaboración de los trabajos a bordo tanto en periodo de navegación como en puerto. Este estudio académico, ha generado la necesidad de implantar los requerimientos del Código Internacional de Gestión de la Seguridad respectivo al Capítulo IV del SOLAS, asociándolo al sistema de gestión integral del buque (y de la empresa gestora, sea armadora o no) puesto que genera una mayor seguridad marítima (prevención) y eficacia a la hora de realizar los procesos de trabajo del remolcador. ABSTRACT: The present study to obtain the Bachelor’s Degree in Nautical Engineering and Maritime Transport and titled “IMPROVEMENT OF THE SAFETY AND OPERATIONAL MANAGEMENT SYSTEM OF AN OFFSHORE TUGBOAT’’ aims to improve the effectiveness and safety of the operations of an offshore tugboat. In order to achieve this objective, I have gathered information through several means such as: articles from high impact reviews, on line and document publications, from the University of Cantabria library, from the IMO VEGA data base and from the Global Integrated Shipping Information System (GISIS) data base of the International Maritime Organization. Moreover, when it comes to the structural elaboration, I have used the guides for the development of an academic essay. Having as a starting point the existing knowledge about the historical evolution of the SOLAS, MARPOL and STCW codes, I will finish with a detailed explanation about the tasks performed on board, according to the International Safety Management Code. This study is comprised of five parts in which I study the evolution and dependence of the SOLAS, MARPOL and STCW codes towards the most efficient requirements of maritime safety (maritime prevention) by the generation of procedures and guidelines to elaborate the tasks on board during the navigation and on port. This academic study has generated the need to implant the requirements established by the International Safety Management Code in the Chapter IV of the SOLAS, associating it to the integral management system of the ship (and the managing Enterprise weather it is the ship operator or not) since it produces more maritime safety (prevention) and efficacy to conduct the work processes of the tugboat Grado en Ingeniería Náutica y Transporte Marítimo
