•A Multi-Criterion Decision Making approach for substructure selection is proposed.•The current installed offshore wind capacity could be increased by a factor of 615.•Floating offshore wind could cover 61.55% percent of the exploitable area.•The accuracy of the results has been proven with up-to-date empirical data.
