Abstract
- The article discusses the powers that the U.S. President possesses as the nation's Commander-in-Chief, focusing on war power and the reasons why America's President can use the United Nations Security Council (UNSC) as the constitutional basis for military operations that are "short of war." The U.S. Constitution, UNSC authorization for operations in Somalia and Bosnia, and various American Presidents such as Barack Obama, Harry S. Truman, and Franklin D. Roosevelt are mentioned.
