Abstract
- The paper presents research on the development of an ontology-based evaluation tool for the assessment of the utility of natural disaster management (NDM) websites and potential standards and guidelines for their development and evaluation. It analyzes ratings and feedback on the development of the ontology for NDM website elements from stakeholders including experts managing NDM websites and potential users of the websites and evaluates such ratings using relative and absolute utility theory. It suggests evidence that NDM websites show a lack of readiness.
